Before spending, what is going to be a tidy sum on a commercial venture, I would try to assess just how long the political climate is likely to accept the new 'enriched cages.'
In addition to the political considerations, my own belief is that, once UK retailers have got used to the new balance between, organic, free range, barn and caged birds, they are going to source their cheapest ranges from overseas where, industrialised production methods and costs are inevitably cheaper than our own.
Your assessment of the market may however, lead you to decide that you can recover the cost of enriched cages before the UK market turns against you and, if so, good luck and all the best.
