Review of 2012: CAP reform put back to 2015

As 2012 fades into memory we look back as some of the events that marked last year including wrangles over CAP reform


Brussels insisted everything was running to schedule at the beginning of the year.

But by the end of 2012 it was forced to concede that any agreement on CAP reform would not come into effect until 2015 – a year later than planned.

A great unknown remains about the CAP budget, the size of which depends on the overall EU budget for 2014-2020.

Then there are disagreements between European farm ministers over the direction reform should take – and how much emphasis should be placed on environmental measures.
