    Why no capital grants under ELS

          Having had to wait until the LFA status was removed before it was worth my while to apply for ELS,(I have extenive grassland which if not fertilised in april does not grow enough and under the old LFA, ELS agreements were to restrictive) I find it ridiculous that uder ELS there no provisions for grants towards hedge laying and fencing or in fact any capital grants towards environmental improvements.Only by going into HLS are these available, to join HLS you have to have a Farm Environment Plan drawn up(costing up to £4000 with only part of it grant aided) this seems to be too complicated.Surely the easiest way to have the countryside improved would be to grant aid individual projects on ELS registered farms.This would really help the farmer and save Natural England money on administration and also greatly benefit the countryside. Does any one else agree with me?
