Yes. I was 10 years old in 1990 when rates were similar. To show how my meaness started young, I saved a whole 2 years pocket money to get £100. I took it to the post office, and they very kindly turned it into a 5 year fixed bond at 13.5% interest, with a 46% bonus after 5 years. Woohoo.

Dad remembers borrowing at 10% to put a shed up. He said it didnt matter as he could still make money on top of that. I suppose its all about margin.
