It is believed that one man fell into the vat and that two others died in an attempt to rescue him.
According to the BBC, a fourth man was reported to have survived the incident.
The three men were all pronounced dead at the scene by paramedics.
Norfolk Police said the deaths are not being treated as suspicious, but a joint investigation with the Health and Safety Executive (HSE) has been launched.
