Brussels aid scheme under fire
The European Commission is under pressure to dilute plans for an Ecu 20bn (£14bn) scheme linked to the common agricultural policy (CAP).
The scheme is a “performance reserve” that would reward European Union countries making the most of regional aid funds.
It is under fire because European Union (EU) member states say the proposal would encourage regions to spend aid more quickly but not necessarily efficiently.
Member states are months away from a deal, which will link to negotiations on reforming CAP.
