Cuba seeks ACP membership
CUBA wants to become part of the Africa, Caribbean and Pacific (ACP) group of countries and benefit from a new trade and co-operation agreement to replace the Lomé Convention, which expires in 2000.
Concern has been voiced in the region that Cuba, which is a major sugar producer, should not be given preferential access to the European Unions sugar market. Its full membership would be likely to require special trade or quota arrangements for the islands sugar production.
But Cubas human rights record and rules of law could hamper its application.
