DR JACK CUNNINGHAM, the agriculture minister, is expected to be promoted to the new post of Whitehall “enforcer” in Tony Blairs Cabinet reshuffle today.

He was tipped for some time to be a casualty in the reworking of the Prime Ministers team. However, Mr Blair is said to be impressed by his performance in Europe where he has made inroads on getting Britains beef export ban lifted.

As head of a revamped Cabinet office, Dr Cunningham will be responsible for making sure that the Prime Ministers writ runs across rival departments. He will effectively become Labours chief public spokesman.

There was no speculation about his successor.
