Dewar rejects proposal to let Scots
lead European negotiations

SCOTTISH ministers will not have the right to lead UK negotiations over agriculture and other key policy areas after devolution, Donald Dewar, Scottish secretary, said.

Jim Wallace, leader of the Scottish Liberal Democrats, warned Scotlands interests could be overridden by England if there were conflicts between the two Parliaments.

Dewar rejected amendments to the Scotland Bill tabled by the Liberal Democrats in the Commons which would have given Scottish ministers the right to lead UK negotiations in Europe in key situations. He claimed the Scottish National Farmers Union supported his position.
