NICK Brown, the Governments chief whip, is widely tipped to take over as agriculture minister in todays Cabinet reshuffle.

According to sources close to the Government, Prime Minister Tony Blair plans to promote Dr Jack Cunningham, agriculture minister, to the new position of Whitehall “enforcer”. His role will be to make sure that the Prime Ministers writ runs across rival departments. He will effectively become Labours chief public spokesman.

Mr Blair apparently also wants to promote Mr Brown to the Cabinet – the most obvious portfolio for him to take over would be the department of agriculture, which will be vacated by the elevation of Dr Cunningham.

Dr Cunningham was tipped for some time to be a casualty in the reworking of the Prime Ministers team. However, Mr Blair is said to be impressed by his performance in Europe where he has made inroads on getting Britains beef export ban lifted.
