Right-to-roam plans shelved

THE Government is shelving plans to establish a legal “right to roam”. It is
a move that will please landowners but annoy ramblers.

Michael Meacher, environment minister, will publish a consultation paper
giving landowners several years to open up their land voluntarily.

Legislation would be introduced if they did not meet the target.
