TOWNS would be able to create their own green belts to protect farmland from development, under proposals set out by William Hague.

The Tory leader said he would scrap national housebuilding guidelines and let each council decide its own requirements, reports .

This comes after planning minister Nick Raynsford said the Government was reducing its south-east housebuilding target from 43,000 to 39,000.
