Crop QA schemes – falling down over suppliers commissions?

WHERE is the sense in having “quality assurance” schemes for crops when many agrochemical distributors pay their staff on a part-commission basis on
turnover?

This should be stopped, or perhaps an independent crop advisor
should be compulsory for those on a QA scheme.
