EU budget freeze could halt CAP reform


A GROWING campaign among European Union countries could halt the reform of the Common Agricultural Policy.

At least six of the EU 15 member states want a cut in the EU budget.

But the European Commission is resisting a freeze because of the potential impact on the Agenda 2000 proposals for reforming CAP.

Commission officials fear that a freeze at 1999 levels would limit the EUs ability to fund CAP reforms which would add about Ecu3 billion a year to the farm budget.
