    THE Country Landowners Association unveiled plans to establish a permanent network of new public footpaths and bridleways to increase countryside access.

    It rejected Government proposals to impose a statutory “right to roam” policy in England and Wales.

    The most novel part of the plan was the “Open Country Permanent Path Agreements” to guarantee a permanent route between any points. Landowners would be able to vary routes to fit any agricultural or other land uses.
