EU leaders face credibility test over farm policy and enlargement
EUROPEAN UNION leaders face a credibility test over farm policy and enlargement of the community, according to todays Financial Times.
Reform of the Common Agricultural Policy under Agenda 2000 is necessary to enable EU enlargement.
Franz Fischler, agricultural commissioner, is calculating that internal and external pressures on Europes farmers will make the case for modest reform irresistible and that a deal could be struck by 1 January 2000 the target date.
The internal factor is that the power of the farm lobby is said to have peaked and the external factor is next years negotiation on farm trade under the World Trade Organisation.
