Full council tax on second homes?

THE governments forthcoming Rural White Paper could include plans to make owners of second homes pay full council tax on their properties, reports the Financial Times.

The paper reports that the proposal, which was first revealed in June, is gaining support among ministers including the prime minister.

A government aide said: “Second homes can cause a real problem in rural areas.

“People whove been born in those areas cant afford to live there.”

Deputy prime minister John Prescott is believed to be considering proposals to give local authorities the power to abolish discounted rates of tax.

Powers would be discretionary because in some areas there is no pressure on housing and second homes also inject life into local authorities.
