Speculation grows on milk quota reform

SPECULATION is rising that agriculture minister Jack Cunningham will be able to use the blocking minority he has assembled in the European Union Council of Ministers over the last 12 months to force through serious concessions on milk quota reform.

Specialists believe the European Commissions plan to extend the current quota regime through to 2006 and push through a 15% cut with compensation is unlikely to win early passage when talks get into their stride towards the end of the year.
