THE UK and France are both opposing any rise in set-aside. At this weeks Luxembourg council meeting, France called for set-aside to be abolished in the 1997/98 crop year, and for the abolition of penalty set-aside, for those who overshoot their arable base areas. UK representative, Kate Timms, demanded a set-aside rate of "5% or lower".
