&#8226 SHEEP trader Roger Mills has taken out a writ against MAFF, accusing the government department of instituting an export licensing scheme which made his company, Live Sheep Traders Ltd, uncompetitive. MAFF said it would defend the case. In papers submitted to the High Court, Mr Mills said the conditions imposed on his business led it into liquidation in 1995.
