Payments on headage no go
ALL traces of direct or indirect headage payments must be purged from new Hill Livestock Compensatory Allowances arrangements according to the Country Landowners Association.
After meeting Welsh office holders at Oswestry, director general Julian Anderson said the CLA opposed Welsh Assembly proposals that failed to de-couple the planned HLCA system replacement in Wales from production. This could result in trade distortion in border areas.
Mr Anderson added that HLCA reform was only one of many accumulating problems for farming, including the continuing impact of high interest rates and the strong £, the imposition of a right to roam without compensation for landowners, and a plethora of new regulations. *
