Portugal calls for greener CAP

PORTUGAL has suggested that an EU environmentally-friendly support scheme for farmers could be in place within by 2003, reports the Financial Times.

Direct aid for farmers from livestock and crop production would be decoupled under the Portuguese plan.

Instead, under a new-look Common Agricultural Policy, support would be provided per farm unit to promote quality production.

It would promote market mechanisms to encourage entrepreneurial farmers, while stabilising incomes and supporting price mechanisms until 2006.

Transitional aid would be paid in accordance with modulation, which provides an element of flexibility in payments to producers.

The Portuguese plan was circulated to EU farm ministers and EU agriculture commissioner Franz Fischler meeting in Brussels on Monday (22 May).
