Whitehall strife on the cards over CAP

Departmental conflict is likely to arise between two government
departments over the common agricultural policy (CAP).

The two departments are the Ministry of Agriculture, Fisheries and
Food (MAFF) and the Department for International Development (DFID).
The Times says in an analysis of departmental politics that the
two will disagree because MAFF may worry about proposals for reform of
CAP but that DFID will see it as a key to international
development.
