What disinfectant to fight foot-and-mouth?



I REMEMBER from the 1967 outbreak of foot-and-mouth it being
said that carbolic acid (Jeyes fluid et al) was the only effective disinfectant.

Is this right, and why do we see formalin being used and bleach recommended?
